One might argue that dissatisfaction with politicians, parties, and even parliaments is a sign of the vitality of democracy (or an objective reading of politics by the public). If there is a crisis of democracy, this dissatisfaction must have been generalized to the political regime and its principles. There is an abundance of empirical data on public attitudes toward democracy— the next level of political support. For example, a frequently used opinion survey asked whether democracy was considered the best form of government.

On the one hand, partisanship represents an affective feeling towards a political party that is generalized beyond the evaluations of a specific candidate. Partisanship measures not just whether individuals like a specific Democratic or Republican candidate, but whether they identify themselves as a Democrat or Republican based their general support of the party and its candidates. On the other hand, partisanship also taps normative attitudes regarding the role that political parties should play in the democratic system.

In addition, 1987–97 comparisons from the Pew Center find that favourable attitudes towards most specific federal agencies also increased over time. The two noticeable exceptions to these trends were the FBI and Internal Revenue Service, which both suffered from critical external reviews in the later 1990s. 19 Ola Listhaug and Matti Wiberg (1995) described the decline in confidence in government institutions in Europe using the 1980 and 1990 waves of the World Values Survey (WVS). This trend has continued in most cases where data from the World Values Survey in the mid-1990s are available (also Klingemann 1999).
